Additionally, it would be an abdication of Congress' constitutional responsibility to participate in governing.<br /><br />This is the type of proposal that only someone who has spent far too much time in Washington, such as Sen. McConnell, and is enamored with his own mastery of parliamentary arcana, would propose, and is precisely why the populace holds Congress in such contempt. Sen.
